Dystopia or Utopia?

[Plans for a 13,000 foot high, one million person building](http://www.inhabitat.com/2007/08/20/self-contained-tokyo-highrise-eco-city-x-seed-4000/). Personally whenever I see these I just wonder exactly how long the complete collapse of sociey that cyberpunk predicts is going to take.
