Everything gets just a little bit worse than last time.
This episode is a bit weak overall, but has some nice character moments:
* The Odo/Kira scene early on where they are fighting about Kira just giving in to living is a fantastic window into their relationship, and the farce that develops is hilarious.
* Vedek Winn underlines just what an unpleasant person she is in a very few lines, most of which are pleasant on the surface when talking to Kira and Bareil.
* And a nice ‘evil speech of evil’ (TM Leverage) from Minister Jaro.
But really this is just the middle step between episode 1 and 3, without a lot of plot of its very own.
