Dukat and Kira track a Klingon ship attacking outposts.
The first half of this episode feels like a seminar on sexual harassment. Dukat clearly wants Kira, and will do anything to try and get her. It’s a bit icky, but more importantly it distracts from the main plot.
But things pick up in the second half, when the real drive of the story becomes apparent. It’s not about a relationship, it’s about Dukat’s journey. It’s interesting to put him in a situation where he’s now the one that’s going to be a terrorist. It’s a clever development.
